The Parliamentary Legal Committee has denied circulating rumors about salaries being disbursed every 45 days, affirming that delayed payment of employee dues does not imply a change in the monthly entitlement period. Mohammed Jassim Al-Khafaji, a member of the Parliamentary

Legal Committee, stated in a press release that "there is no truth to the rumors circulating regarding the payment of salaries every 45 days." Al-Khafaji clarified that "the delay in salary disbursement is due to the overall financial situation, not a

change in the entitlement period," stressing that "employees remain entitled to their salaries for a full twelve months, and their salaries cannot be less than that." He acknowledged the "existence of a genuine financial crisis that may indeed cause delays

in salary payments for some departments, but this does not alter the employee's monthly entitlement." He emphasized that "addressing this crisis requires halting public money waste and combating corruption in state departments, rather than enacting a new law." He pointed to

"significant waste in tenders and government procurement operations, in addition to other issues that can be rectified through the application of law and effective oversight." Al-Khafaji also touched upon the importance of "approving a fair salary scale to contribute to resolving

part of the problem, especially given the wide disparity between very low and high salaries." He indicated that "achieving balance requires a comprehensive restructuring of salaries, taking into account that increasing low salaries while maintaining high ones would require substantial

additional funds." Concluding his statement, Al-Khafaji underscored the "importance of enhancing non-oil revenues to support the national economy," clarifying that they are "a supplementary resource but cannot be a complete substitute for oil revenues." He concluded that "addressing the financial situation

necessitates halting waste and corruption, comprehensive salary scale reform, and achieving an effective balance between salaries and allocations."
