The Council of Ministers held its twenty-second regular session chaired by the Prime Minister on Tuesday evening, where the meeting reviewed general conditions and discussed files on the agenda to issue appropriate decisions. The Prime Minister opened the session by
reviewing service preparation reports, directing relevant authorities to quickly complete sewage projects in preparation for winter, and emphasizing the completion of stalled road and bridge projects to reduce potential traffic congestion with the start of the new academic year. In
a related context, directives were issued to follow up and implement all necessary requirements to launch the strategic development road project due to its major economic and developmental importance for the country. The council approved funding the Ministry of Health
with twenty billion dinars relying on available funds from popular medical clinics, according to a precise plan prepared by the ministry in coordination with relevant departments to determine included institutions and estimated costs according to priority, aiming to renovate hospitals
and maintain health centers. An equal amount of twenty billion dinars was also allocated from health insurance authority funds to support rehabilitation work in government hospitals included in the service in the capital and provinces where the system has been
activated. The decisions included voting to exclude Ibn Al-Bitar Specialized Hospital for Heart Diseases and Surgery from general contracting and procurement regulations, enabling it to immediately proceed with direct contracting to provide required medicines and medical supplies, in addition to
creating a component for supplying and installing medical equipment and furniture within the project to develop the Martyr Muhammad Baqir al-Hakim Hospital in Baghdad while increasing the total project cost. Agriculturally, the council adopted the agricultural plan for the upcoming
winter season, provided seeds through the Ministry of Agriculture, and determined the quantities of wheat required to be received governmentally through the Ministry of Trade at four million tons for all provinces except the Kurdistan Region, while adopting previously decided
receipt prices for various areas, in addition to approving the reception of feed barley produced within the plan without support while allowing its export, and providing seventy percent support for wheat seeds and one hundred percent for pesticides. The decisions
included suspending the imposition of additional customs duties on imported urea fertilizer until February of next year and authorizing the Ministry of Agriculture to directly purchase DAP fertilizer, alongside amending the collection fees for energy produced in hydroelectric plants to
distribute proceeds between the general treasury and the Ministry of Water Resources to support dam sustainability. The council concluded its decisions by approving the draft law for Iraq's accession to the Digital Cooperation Organization charter with a reservation against recognizing
the Zionist entity, as well as exempting the sale of a plot of land belonging to the Iraqi Scientific Academy from public auction procedures.
