Military developments in the Middle East have disrupted production capacity expansion plans, prompting the alliance of oil-producing nations to postpone the capacity assessment process designated for mapping future quota trajectories. The coalition, which includes member states of the Organization of
the Petroleum Exporting Countries alongside Russia and other partners, had requested in late 2025 a comprehensive audit of member capacities to regulate supply quotas, with those efforts scheduled to conclude before the end of September 2026. However, field developments prevented
adherence to the previous timeline, amid expectations that the required review will be completed by mid-November.
