steadily shift from crisis management towards building a robust state, fortifying its institutions, and enhancing service provision for its citizens. Al-Halbousi emphasized the state's constitutional duty to safeguard Iraq's renowned diversity, ensure rights and freedoms for all its populace, and establish
citizenship and law as the foundation of citizen-state relations. He underscored the critical role of legislation in fostering social cohesion and stability, stressing the ongoing necessity of legislative and oversight functions to address vital citizen concerns. Noting the region's difficult conditions and
escalating tensions, Al-Halbousi reiterated Iraq's profound need for wisdom, unified action, and steadfastness to maintain its security and sovereignty, precluding its involvement in any conflicts contrary to its national interests.
